Can someone help me with the Pokemon Red color schemes? And why is my android emulator playing in sepia color?

Q. Ok, I have seen videos where Pokemon Red has been completely black and white, with no color. Then, I have seen Pokemon Red gameplays where there is a red tint to everything. And finally, I have seen Pokemon Red in full color. Can someone please explain to me why this is?

And for the second question: I have played Pokemon Red and Blue on my mobile android emulator, and they are both playing in a sepia-toned color, rather than black/white or tinted red and blue colors, respectively. But, when playing the games on my PC, they are in color. Why is that?

Q. So I was trying to get an Emulator ROM to work on my Android phone. CoolRom has the ROMs but apparently I need a BIOS file for my phone in most Android emulators. In short, I can't get ROMs to work for my Android phone. Any help?

I've recently lost my internet connection and only have internet on my Blackberry. I can download, upload, ect but not much else. Is there an Android based emulator I don't need the internet to use to make the game, for now?
